As far as I know only the distributions indicated in the pages of the GNU project are fully free.
(As far as I know) BSD systems have some blob or non-free piece of code. Only OpenBSD should have no blob at all but its repositories contain some programs that are non-free (and this means that the "OpenBSD world" is not fully free since it suggests to the user some programs that are not free)

About Debian GNU/Hurd.. (As far as I know) there are no GNU/Hurd distributions apart from Debian GNU/Hurd, but some of the Debian repositories contain non free software (contrib and non-free). Does Debian GNU/Hurd make use of those repositories? In this case it is not fully free.
