As for kernel 3.11.0-18-generic Flow Control can't be disable on this NIC.

Following information applies to Ethernet controller tested in 2024 under Debian 12.2 bookworm, with kernel 6.1.0-15-amd64. The adapter is advertised to be 10/100/1000 Mbps, but only works at 100 Mbps with r8169 driver (as of December 2023)! As written on the box, this no-name adapter uses the Realtek RTL8111C chipset.
