Copying the binary with GPL license pstocanonij to /usr/lib/cups/filters will solve the problem. It is yet to verify if the source http://files.canon-europe.com/files/soft40245/software/cnijfilter-source-3.40-1.tar.gz has which has no binary blobs uses only free libraries for its compilation. Installed Cups and followed instructions on:

Have not been able to use scanner yet.
